APPROACH POLICY
1.0 PURPOSE
1.1 Council adopted the following policy for the purpose of expediting the approval process and accommodating the industry.
2.0 POLICY
2.1 Applications for approaches must be submitted in writing to the R.M. office;
2.2 All costs of construction and associated costs are the responsibility of the applicant;
2.3 All approaches shall be constructed:
- At 90 degrees to the centerline of the municipal road;
- With a minimum top width if 20’ and a 3-1 side slope;
- To slope away from the road so that approach is at least 16” lower than the road and a distance of 26’ from the road boundary;
2.4 The approach shall be constructed in accordance with zoning:
- Low-Density Residential: 150’ from the centerline of an intersecting road and 10’ from property lines;
- High-Density Residential: 50’ from the centerline of an intersecting road and 10’ from property lines;
- Agricultural: 295’ from the centerline of an intersecting road;
- Commercial: 150’ from the centerline of an intersecting road and 30’ from property lines;
2.5 If a culvert is required, it is to be a minimum of 16” and installed where deemed necessary after a sight inspection is conducted by the applicant or the developer;
2.6 If there are two approaches to one property, the distance between the approach centerlines must be a minimum of 128’;
2.7 Any approach entering onto a gravel road must be graveled prior to construction and the gravel to be supplied by the applicant or developer;
2.8 Permission for approaches will be granted by the respective Division Councilor;
2.9 Upon the completion of approach, the applicant is to inform the RM office so as to have the respective Division Councilor issue a Certificate of Completion.
3.0 GENERAL
3.1 Adopted by the Council of the RM of Orkney No. 244 at the regular meeting of Council held on Thursday, November 9th, 2023.

• Location of all existing municipal roads (indicate road type – “all weather”, “seasonal”)
• Natural drainage flow locations
• Dugouts, lanes, shelterbelts, fencing
• Location and width of requested approach (indicate distance from approach to property line)

If YES – Culvert is to extend a minimum of three feet on either side of the approach
NOTE: Please call the office at 306-782-2333 to schedule an inspection when the approach is complete.
CERTIFICATE OF COMPLETION:
